This course contains several self-study modules intended to help State staff understand and utilize the Resource Justification Model more effectively.

Note: Please do not include EUC expenditures in your state RJM submission.

Introduction

The Resource Justification Model (RJM) is a data collection system that collects Unemployment Insurance (UI) administrative expenditures, from the most recently completed fiscal year (FY), used by state agencies to operate their respective UI programs.  The RJM software assists states in compiling information needed as input for the model.  The system also provides the National and Regional Offices a compatible automated process to review and analyze the states’ information.  Finally, the data collected through the RJM enables the National Office (NO) to rationally allocate the funds appropriated by Congress.

States play an integral role in submitting annual budget justifications for their projected operating costs.  These submissions are collected and reviewed by the Regional and National Offices.  As with RJM’s predecessor, the Cost Model, RJM is workload-based, but with a capacity for annual updates of each state’s data.

The RJM is an Office of Management and Budget (OMB) required report.

About Us

The Office of Workforce Security (OWS) of the U.S. Department of Labor's Employment and Training Administration (ETA) is responsible for providing leadership, direction and assistance to State workforce agencies in the implementation and administration of UI programs, Federal unemployment compensation programs, including the Unemployment Compensation for Ex-Servicemembers [UCX], Unemployment Compensation for Federal Employees [UCFE]), and other wage-loss, worker dislocation and adjustment assistance compensation programs (e.g. Trade Assistance Allowance [TRA], and Disaster Unemployment Assistance [DUA]).

The OWS is also responsible for managing strategically in order to ensure high performance, greater public accountability, service quality, and customer satisfaction.

Getting Started

This course is designed to introduce you to the fundamentals of the RJM. The modules can be taken out of sequence since each one is a complete lesson unto itself. However, we recommend that you take the modules in the order we presented for maximum efficiency.

The training modules are provided to you in a slideshow format. Each slide is accompanied by an audio explanation. You will find the links to the modules on the right hand column of this page, along with the length of the audio presentation in minutes. Note that we also provided the modules in PDF format with accompanying text that matches the audio in the presentation. These documents are located in the Library. It is recommended that you print the modules so you can follow along the slide/audio version.

You may experience a delay when the presentation downloads. Depending on your bandwith, expect anywhere from a few seconds to a few minutes download. The audio will automatically play as you move forward from slide to slide. Make sure that your volume is not muted and is set at a comfortable level. If you do not wish to listen to the audio accompaniment but want to view the slides, simply click on the mute button. Contact your System Administrator if you need help in setting the volume.

The screen resolution for the modules is set at 800 x 600. Again, if you have any problems viewing the modules, contact your System Administrator.

Controls such as back and forward buttons are provided at the bottom of the slides for convenience. Simply move your mouse to hover over the button to view that button's function. Click on the button to activate that function. You can also move your scroll bar to see up and down the page.

The presentation will open in a separate window, so you can maximize the screen for better viewing. Please note that if you click on the Rewind button, it will take you back to the beginning of the presentation. To end the presentation, simply close the window.

It is very important that you have the required workbook open when going through the modules that have accompanying workbooks. Practice is a proven way of mastering subjects faster. You can either download the workbooks from the Library on your desktop ahead of time, or retrieve the workbook from the Library when you need it. The modules themselves and any document you access will open in separate windows.
